Prison inmates from Yolo County granted early release

The Yolo County District Attorney’s Office regularly publishes a list of local convicted criminals who have been granted early release from prison by the state of California.

Since the last report, Dakota Carboni, Elgin Davis and Paul Savala have been approved for early release by the state, the DA’s Office reports.

Beginning in 2015, in an effort to reduce prison overcrowding, several measures were put into place by the state that have resulted in early prison releases, including early parole consideration for offenders characterized as “nonviolent second-strikers.”

To qualify, inmates must not currently be serving a sentence for a crime that is legally categorized as a “violent felony” and must not be required to register as sex offenders.

Once a “nonviolent second-striker” has served 50 percent of his or her sentence, or if he or she is within 12 months of having served 50 percent of the actual sentence, the inmate is eligible for parole consideration. A prison official conducts an administrative review of each eligible prisoner to determine whether the inmate poses an unreasonable risk to public safety.

Since the program’s start, 41 inmates from Yolo County have been released early, despite the opposition of District Attorney Jeff Reisig. Of those 41 already released, nine have been re-arrested for crimes such as violation of post-release community supervision, burglary, drug possession and drug sales.

The Yolo County District Attorney’s Office takes an active role in evaluating these cases and writes letters opposing early prison release to the Board of Parole Hearings. To read the opposition letters, visit http://yoloda.org/early-prison-releases.
