Davis man indicted in federal child-porn case

A Davis man is one of five people recently indicted in federal court on suspicion of receiving or sharing child pornography, officials with the U.S. Attorney’s Office in Sacramento announced Friday.

The indictment, handed down Nov. 29, alleges that between March 28 and April 26, 2011, 61-year-old James Capalbo knowingly received images of a minor engaging in sexually explicit conduct, according to a state Department of Justice news release.

The four other defendants were identified as Derrick Jason Pair, 28, of Marysville; Keith Richard Hill, 33, of Sacramento; Leslie Oneal Bland, 49, of Vallejo; and Gerald J. Ratulowski, 67, of Antelope. If convicted, they and Capalbo face sentences of five to 20 years in prison, plus $250,000 in fines.

This case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse.

Led by the United States Attorneys’ Offices and the Criminal Division’s Child Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state, and local resources to locate, apprehend, and prosecute those who sexually exploit children, and to identify and rescue victims.
